Philippine Overseas Employment Administration (POEA) has filed charges against 19 manning agencies, 16 of which are with valid license for conducting recruitment activities at Luneta Seafarer's Center near the National Library in T.M. Kalaw street in Manila despite a government ban.

 He said, “Because of reported hiring malpractices, the POEA stopped in May 2009 the issuance of SRA to manning agencies, and  ordered those occupying booths managed by Luneta Seafarers’ Welfare Foundation, Inc. (LUSWELF) at Rizal Park to end their recruitment activities or face administrative sanctions.”  
Advice to Filipino Seafarers: Take HIV Test
 Filipino seamen specifically those with active sex life abroad are encouraged to have themselves tested for the human immunodeficiency virus (HIV). The advice was given by a party list representative, Congressman Arnel Ty who said the HIV test is necessary to ensure the safety of their partners at home.

Manning Agencies Wants to Ratify Maritime Labor Convention of 2006
 To protect Filipino seamen from rampant sea piracy, manning agencies in the Philippines are calling for immediate ratification of the Maritime Labor Convention (MLC) of 2006. This is because the International Labor Organization (ILO) implemented a number of major changes to current international regulations that involves the security and protection of the ships crew.
